Everything about duty rates is convoluted, past present and future.  Just like the income tax code, every line, most word choices and probably some of the commas were each bought and paid for by some guy who knows a Congressman (or nowadays one of his staff, since Congressmen almost never read the bills and certainly don't write them).
One persistently annoying example: I have imported tubular tires since my first import company in 1973.  And always paid the 15% duty on a product which we have not made in this country for 80 years or more.
