I find that hard to believe. Not saying it's not possible, but
how do you figure out how much tax you're going to have to pay before
you even go shopping or pay your utility bills?

The law is from 1990. 34 years later and Brazil still produces
nothing... They are practically all imported from China...( a few from
India)
