Kinda surprised that France hasn’t attempted to close that loophole, UK
government is supposed to be closing that gap at some point.
They are related to E bikes and illegal ie essentially a moped without the
insurance/licence and so on.

Right, many issues in that item. For illegals, they can't legally work, so there's your lower labor cost.
