I see no clear path, as incumbents, unions, favored contractors and the general corruption of local governments (in the case of educational failure) resist amelioration and the general citizenry are mostly detached, disinterested and unmotivated.
[The Romantics who suggest bonfires and hanging effigies favor 'acting out' more than actual action, IMHO]
