springs on hire bikes

Sitting in cafe in Chelsea Harbour I am now, noticing that the Lime bikes
(dockless hire bikes) have a spring attached from fork to frame I’m
assuming some sort of self righting method for the forks.

As said one casualties of Helmet legislation is hire bikes, at least my
Australia friends say, can’t remember last time if ever saw a hire bike
with a helmeted rider!
