Turned out that the tablet was showing him the tablet's own location. And it turned out he habitually kept his phone in "airplane" mode when not using it, meaning no info goes in or out.

My Garmin 945 I wear all the time if I say find my phone will keep having my phone beep till I pick it up. Damn cool.
 

Yeah, that's handy, my 745 has the same feature.
