Essentially not been funded, like a number of things over last few decades.

Ah that’s we want our cake sort of thing, essentially folks have built
houses with private roads, and now want the council to foot the maintenance
bills!
The councils have got a lot more cautious about adopting private roads as
developers cut corners who’d thunk it!
Note there is no footpath standards, if it’s a public footpath aka right of
way, then no maintenance is legally required, can’t block it and should
make attempts to clear fallen trees say but the surface not so much!
