I've told this story before but once again.I think you've told _all_ your stories before, John. (Yawn.)
When I was working around oil well drilling rigs the word came downAnd that story has been explained as irrelevant before. Brief rebuttal: The requirement was probably imposed by an insurance company as a requirement for coverage. The drilling company had no economic reason to dispute it; they just passed the requirement on to the workers. The worker had no economic reason to dispute it, since it was a mandate required to keep a job.
from the Drilling Company - "When you come back from break be sure
you are wearing a "Hard Hat"(i.e. helmet) or don't bother to come
back". And you know? Everybody came back with a hard hat and there was
never a mention, good, bad or indifferent, whether people wanted to
were a helmet, or not, or any of the other arguments I hear in
bicycle circles.
