In actual fact, one of the bigger problems caused by bicycle helmets are
laws that force cyclists to wear those bicycle helmets. Those enforcing
these laws don't care about your opinion stated above.

 
That would be do gooders at work. Here in the states those helmet laws
are getting fewer and fewer. I have no problem with helmet laws for
children because I believe it's a society/government responsibility to
look after children.

Putting barriers to children cycling which a helmet is, is very unlikely to
be for the common good, quite the opposite.

The risk factors for kids are much the same as adults ie motorists which is
well beyond what a bike helmets is designed for.

US seems to have number of essentially car centric regulations, see Jay
walking to Helmet laws and various bike regulations.
