The reality is that cycling rates go up and down for a variety of factors. Weather, the economy, the availability or lack of availability of mass transit, and in 2020, the pandemic and the rise of remote-working.
In China, commuter cycling plunged as cities began building subway systems. In 1992 there were no subway lines in Shanghai. This is the map today:
