I was remembering back to the Whizzer Motorbike kit.
 
From memory  that needed a driver's licence and license plates -
probably dependent on the State.

You might give yourself some more wiggle room by simply adding a small
generator and battery charger to an otherwise-unmodified e-bike.

That would at least preserve the characteristics of the (legal) e-bike.
