You certainly could but there are most probably laws against that or at least regulations. Here, since no one cares*, sure. In a civilized country you'd probably be cited.

I think the problem is striking a balance somewhere in the middle ground between chaotic anarchy and a police state.
Last night I drove to a little concert via a low traffic four lane road past former industrial sites. At one point, I saw something strange coming toward me and it took a second to decode what it was.
Turned out is was an off-road four wheeler motoring down the road in an extreme wheelstand that lasted as long as I kept it in view. It was followed by a few off-road motorcycles, popping shorter wheelstands as they rode along.
These stunts with street-illegal off road vehicles have been occurring occasionally around here. I suppose nobody knows how frequently they occur, and although people do care, I don't see how cops can stop them.
Given the endless creativity of punks, cops have to judge priorities. I suppose they figure that illegal e-bikes are less dangerous than these stunt riders.
