That would be fraud. "Large companies" cannot issue diplomas.
Actually, at least in the U.S., large companies can give their employees any title they want for internal use. They could have a "Toilet Paper Roll Replacement Engineer." But that's not true if those employees are doing work that has the potential to directly affect public welfare. Companies designing bridges, as an extreme example, would never give the "engineer" title to a guy like Tom.
