Welsh Valleys are the old or rather not so old 1830’s give or take towns
that sprung up during the Industrial Revolution, the jobs have gone, the
shape of the landscape makes travel West to East somewhat difficult as the
valley sides tend to be steep sided, so roads let alone railways tend to go
around rather than over.

So areas can be remarkably isolated from other areas despite the close as
the crow flies distance!

As such I’d suggest that improvement to the public transport particularly
the heart of the valley lines, is rather more useful, particularly level
boarding etc, as the number of folks who have a disability as you’d expect
is higher than average.

There is some lovely cycle infrastructure but it’s very much leisure
focused than utility ie using old railways that are often half way up the
valley side, up 20/30% inclines which isn’t even if one has a E bike
utility cycling!

Some targeted cycling infrastructure probably more in places like
Cardiff/Newport that absolutely do have traffic congestion is likely to be
fruitful but overall get the public transport infrastructure up to snuff
1st.
