Citi Bikes have GPS trackers. The police should be able to identify
the shooter from the credit card used to pay for the bike rental.
Are they docked or dockless? The dockless bikes folks just ride them, and
can hear the clicking from the brake, tends to be more that they get left
in awkward spots and are remarkably awkward to move!

Ah very much like London’s “Boris Bikes” which I’ve used once, but for me
there is way too much london to get though before I get to a docking
station, and generally prefer to take my own bike or get the train as both
are more convenient.
Do very rarely see a stolen bike, hand painted or dumped. I suspect they
are more difficult to steal than the lime and other dockless bikes that are
frequently being used with the lock engaged hence the clicking letting
folks know that sir is a cad!
