I am not absolving him. Nor are his policies, in retrospect, defensible, especially for the first half of 2020.
That said, there was much flailing and writhing of policy at all levels in the early days of the bioweapon infestation. Some, as Mr De Santis, corrected course over several weeks while others doubled down on stupid.
