Safety factors are usually greater than 1.5x except in aviation. Chain for instance is designed for 4 times the rating, proofed at 2 times. Important structures may use 5x. My old copy of the AISC steel manual gives loading at 1/3 of hot rolled mild steel's yield point for building codes. I don't know the numbers for most other things.
