Having to do a smog check is one of the worst things about the mainland - what
an ordeal!
They did away with car emissions testing a few years back. The usual
suspects whined that the government was abdicating its responsibility to
the environment by eliminating it and suggested all sorts of conspiracy
theories about who paid them off to to it. The motivation was quite
simple. Garages were no longer interested in offering the service. They
had invested a lot of money into the testing facilities hoping to earn
it back on repairs. It turned out not to be so lucrative because so few
cars failed. Modern emission systems are very effective and durable.
Commercial vehicles still require the testing.
