Maybe they aren't easily filled.If a place is busy enough to need
reservations there is the chance that someone else has tried for a
reservation and couldn't get one because it was fully booked. Since it
applies to 5 or more someone would have had to put some tables
together. Now someone has to go and rearrange the tables.

I would like to see those guys go into the management consulting
business. There would be no need to do any proper analysis to see how
the business is organized, what jobs need to be done and who is doing
what. They could just go in and fire everyone.
