Apparently, those fatbikes go very fast and the line between a fatbike
and a light motor bike becomes unclear. Motor bikes require a licence.

Also, in the Netherlands, nobody who
rides a bicycle wears a helmet. That would feel like putting on a
helmet before going up or down the stairs.

(True whether you are on a bicycle, motorcycle, or hoverboard)

They're also a great idea when you go up or down a flight of stairs.
But people don't wear them much in the Netherlands
