Some states here require a license to ride a bike. But I don't
know if that's when a person reaches a certain age or not. It's
a stupid law in my opinion.
Apparently, those fatbikes go very fast and the line between a fatbike
and a light motor bike becomes unclear. Motor bikes require a licence.
Also, in the Netherlands, nobody who
rides a bicycle wears a helmet. That would feel like putting on a
helmet before going up or down the stairs.

This is why helmets are a great idea. Mine from my wreck two years ago.

(True whether you are on a bicycle, motorcycle, or hoverboard)
They're also a great idea when you go up or down a flight of stairs.
But people don't wear them much in the Netherlands
If I was riding around the neighborhood with hardly a car and plenty of room I'd not wear one. If I was in the bike lane on the roads with a 50 mph speed limit, yes.
