When I lived in Philadelphia, we did not get much deep snow and side streets were not plowed.  Many have cars parked on both sides so no place to push the now too  Traffic would pack it down and make a couple of ruts eventually.  Average annual snowfall, 22" a year
When I moved to CT, much different.  If I could get out of my own driveway, I could drive on the streets as they were plowed frequently. I was on a bit of a hill, but it was sanded so no big deal.
It did not take me long to buy a snowblower either.  We averaged about 48" a year.
