 Stores often use 'loss leaders' to get customers in the door. They assume said customers will buy enough other stuff, to more than make up for any loss on the 'card only, special price' item.
 

I understand about loss leaders.  What I don't understand is how a store that doesn't require a loyalty card can charge the exact same *special price* as the store that requires the card to get the same price.  It strikes me as extremely shady business, which is why I generally do not shop at grocery stores which require "cards" to get the fake sale price.
