It requires an amendment to the constitution. But then
others would try to squeeze in amendments about firearms
and the electoral college &c at the same time and it
would get mired in partisan politics.
Over 10,000 proposals for amendments have been rejected,
and the last amendment (#27) was ratified 32 years ago and
took 203 years to go from a proposal to ratification.
So I would not bet any money an any changes real soon.
