Mine does. The laptops I rejected did not. At least if you have
enough USB ports you can get a external CD/DVD drive.
Lately laptops have been getting so thin, they can't fit an internal
CD/DVD drive in there.

There comes a time when the users have to stand up and be counted and
let the manufacturers and retailers know that they insist on certain
options.
Weight. People who carry their laptop want to reduce weight.
And, as Bruce points out, CD/DVD is an obsolete medium.
I recently took a bag of old DVD's to a charity shop ..
which refused them because they are obsolete and "nobody
uses them". I offered them to our cleaner and she said the
same. I offloaded them on Freecycle.
We do still have a player and use DVD's; I've just
ordered DVD of Wolf Hall which we missed when it was
broadcast on TV 10 years ago.
The sequel (The Mirror and the Light) has just been newly
serialised on TV and we've been gripped by it.
