Yes. She's likely using a VA doctor (or probably "nurse practitioner") in some small satellite VA clinic. In the large main VA hospitals, some doctors are extremely good, but you must be imminently dying to get to that level of care ... And lucky enough to get there in time. They can also ship you out to surgeons at university medical schools if they can't keep you alive. I know this from my own experience. I'm alive, but I do have some partial paralysis. Still, I function much better than I did before surgery. Otherwise, I'd be dead long ago.

She also may not be rich enough to hire a private doctor, and VA care is her only option, like it was for me, as I'm also not a billionaire. I doubt she has a boot to piss in, nor a window to pour it out of. Same as me.
