tells me it's observed in some cities in Michigan, but I've never

I don't really see much the point of paid holidays if they are just going to be retail sale events. Banks, major businesses and government offices shut down for the day and everyone goes out shopping, so the lowest paid sector of the economy end up having to go to work. Nuts to that. If it is a statutory holiday everyone should have the day off.

We observed Family Day on Monday. That is a relatively new holiday and I was surprised to see that just about everything was closed including grocery stores. Even my local corner coffee shop was closed.
