Yes, she's apt to do that :)
Identification of the source is required by law, but it's not
always obviously displayed in the store, despite the intent of
the law. I see there are exceptions for small businesses.

I don't know what source Carol's tilapia mentions, but I bet Hawaiian
tilapia is caught by humble fishermen in abundant Hawaiian springs.
