This is a tad different but doctor's offices sometimes charge $20 (or so) if you make an appointment and don't show up and don't call to cancel.  They'll send you a bill in the mail.

  My wife's gynecologist was going to bill her for a missed appointment. She had to deal with the receptionist who was playing hardball but she eventually relented because there were extenuating circumstances.  The truth is that she did forget about the appointment and never called in time to cancel but there were extenuating circumstances. She had had a detached retina and had laser surgery for it and the after care involved being face down 24/7 for 10 days.  She would have been unable to assume that legs up feet in the stirrups thing. Yes, she could have called but she was so upset about the ordeal she was going through that she forgot about the other appointment.
 

Your wife had an actual medical emergency which took precedence and caused her to not even think about the GYN appointment.  That's not the same as just not showing up for no good reason.
