Exactly Dave.  That lack of equipment is where the problem is.  Folks
from up North where snow is super common have all sorts of gear, sand,
salt etc. to use compared to a place who only has a small amount for
the interstates and very little else.

 It's similar here. Side streets in the cities have the lowest priority and if there is a multi day event they may never get plowed out.  Once the snow is packed down and turned to ice it is a waste of time plowing. The plow rides right over top of it. When it gets that bad they need to send in front end loaders.

 Same here. I am on a main route so it is kept as clear as possible. I just have to get to it. My current neighbour is a good guy and loves his toys. He has a mini front end loader and an ATV with a plow. He us usually out there cleaning it out before I can get out the door.

I have a single stage (Honda) snow blower but it's only useful from
November onwards when the heavy, wet snow falls are over.
