Looks like a telecoms street cabinet - possibly mobile phone basestation
cabinet. The power supply and batteries are typically down near the
bottom. The casual approach suggests he is resetting a tripped mains power
breaker, or similar - nothing too technical. Could be an overcharged
battery finally lets go.
Possibly, from the number plate, (粤N) Shanwei, Guangdong province.
That would spoil your day.
