One possible answer:

They are the initial letters of the names of the twelve humans to have set
foot on the surface of a solar system body, other than the planet Earth.
There may be several reasonable answers as to how they should be ordered,
but chronological, based on when they stepped onto the lunar surface, is
the one I've chosen.
