The actual climate change scam is the proposition that it isn't happening, and the scammers are the fossil carbon extraction industry, who want to keep on selling as much of the stuff as they can for as long as possible.
Cursitor Doom may be being subsidised by the Heartlands Institute or one of the other merchants of doubt who were set up to cast doubt on inconvenient scientific facts, but it's more likely that he is just letting his enthusiasm for grossly implausible conspiracy theories run away with him.
