Are there subsidence problems? That's what long-term pumping will do.
 
New Orleans keeps sinking. As does a lot of the California Central
Valley.

Weter level control has always been very precise here in the Netherlands
I have worked on that for a while years back, designed some stuff like water level measurement equipment
Amsterdam is several meters below sea level, and when I grew up there on the west side of the city
at the end of the street there was a ship-elevator, where the farmers could
bring their boats with produce from the lower water level farm lands into the higher level canals in the city for selling.
There are water level sensors everywhere, all monitored by a central computer,
and  big pumping stations to keep the level.

Water levels for farming are very precisely measured and controlled 24/7 here,
a bit too low and the crops die, a bit too high and the crops start rotting.
If you drive around you see measurement points everywhere in the small canals,
also for sewage pipes etc.. those sewage puts have water level meters too and huge pumps.
