 The USA doesn't seem to realize as a nation that climate change
is the reason for the increased severity of hurricanes.

Plenty of Americans do realise it, but those Americans who have been making a lot of money out of digging up fossil carbon and selling it as fuel, are reluctant to recognise the fact, and are now spending some of that money on propaganda that denies it. Money also buys political power in America - more so  than in most places - and US politicians don't take climate change as seriously as they should.

They should be grateful for the Chinese who have switched
to electric vehicles for a great part and working to phase
out fossil fuels.

The Chinese have even more to lose from climate change than the Americans.

to do from switching to EV's.

Not entirely. The US does make it own EV's - Elton Musk has made a lot of money out of it - and Japan does too.
