Not a "fact" you can support with any statistical evidence, and - even if you could - it wouldn't constitute any kind of evidences that the bullying did them any good. Since I did know the "quote" and that it is highly unlikely that the Duke of Wellington ever said it, one can understand why Cursitor Doom might have tried to discount more expert opinion in advance.
