 That seems plausible.
 If I'm guessing Spanish politics correctly, the Government has decided
to bite the bullet, and they'll go big.  Here's hoping.

They are politicians, but they are not daft. They had a bunch of experts write a report, and they are acting on that. Not listening much to what other politicians say.
