I started with a Google search:

I tried to find the LED control panel, but failed. It's probably on

I found one board with electronics (item #6), which is an "adaptive
defrost control":

If the LED's are "flickering", it means that they will probably light
correctly when power is applied continuously. Therefore, the LED's
are probably not defective and the flashing problem is elsewhere. The
the LED's were totally off, then I would worry about defective LED's.

Most people say R15 or C4 (electrolytic) go bad but you never know.
That seems likely except the photos of the part shows four LED's
instead of three.
The video on the Amazon pages shows the flickering lights.
There's no way to test it so you don't repair it. You replace it.
Note that the photo of the PCB on the Amazon page shows that the board
has 34 test points.

That might lead me to suspect that there might be a way to test it.
