Good point/question.  The article doesn't say.  Trees do grow in Dubai
actually; there just aren't many of them.  If they're start, they'll use
native species like the palms that grow there well enough and don't
require irrigation. 

It's a pretty compelling plan for urban design, actually.  They're
looking at recycling grey water for purposes like this, and the linear
corridor under a lengthy tram system is going to consist of solar
panels, which will become a very large solar array.  Very clever.

There still exist lots of ways where making good decisions and planning
well can lead to good results.

I'm increasingly interested in decoupling the drain from my kitchen
sink so I can collect grey water to water the garden. The worst thing to
go down that drain is some soap, nothing toxic - might be good enough to
water the garden.  (In the meantime, I refuse to use good water to
irrigate the garden, so in this heatwave it is slowly dying off).
