Iranians have a thousand year old saying that goes like this, "Don't pay attention who's watering the plant and who planted it. Pay attention who pockets the fruits of the plant."
Israeli government has always had ties with Russians. And Russians, in the Iranians' experience with them for centuries, prefer "cash over credit" so to speak. It is part of being cro-magnon. Read the reasons behind that and all such evidences in my ACOB blog.
The most likely source of information that was provided to Israeli government about that gathering in Iranian consulate in Syria, is in fact the Russians. They have spies all over Syria. And they think they're smart.
The source was Russian, by that same ancient rule, and by the same fact about Russians in general.
Russians and Israeli government both want NATO get involved with a war with Iran so they can perform better in Ukraine, and inside Israel respectively.
So I don't think the spy was Syrian or someone inside the Iranian militia or your "CIA" (literally the dumbest intelligence service in the world, now), or some Mossad agent of sort. I think the source was Russians, Mossad or not, Syrian or not, and Iranian militia man or not.
But somebody has to pay for that crime. And somebody will.
