не знам дали английският е причината, или не разбираш основни положения.
Въобразяваш си, че разбираш. :-)
Както за робството.
Обърна ли внимание на думите propose и create.
ЕСТЕСТВЕНО че federal agencies ще правят PROPOSAL,
нали това са парите които ще харчат. Пентагонът казва ще ни трябват 3 трилиона за това, това и това. Службите за сигурност, националните паркове и тн. ЕСТЕСТВЕНО че те дават информацията.
След като е минал през комисии, проверки и не знам още какво
"The president submits the budget PROPOSAL" който не е писан от него или членове на правителството, а специални комитети.
и обърни внимание след това !!!

САМО КОНГРЕСЪТ има право да ПРАВИ/СЪЗДАВА/УТВЪРЖДАВА бюджета.
