IMHO It is "likely" but "unofficial" negotiation at sufficiently low
level would be hard to prove in public.  Besides low enough level (less
than 1_000 "volunteers") without anything on signed paper provides handy
deniability.  A few hundred "volunteers" with dual citizenship should be
enough to mask a dozen "very fresh citizens of Russia".

"Deletion and refute" merely suggest numbers low enough to make
even "tiny confrontation" with PRC unprofitable *now* .
Even you do not jump into *over-zealous* denials.
