"Beijing spent the first months of President Trump’s second term
trying—and failing—to figure out the new administration’s approach to
China. Officials hoping to build lines of communication with Washington
had no luck.
With Trump’s latest tariff action, the magnitude of his trade assault
hit home and Beijing’s hope for dialogue melted into frustration and
anger.
Until now its response had been restrained. On Friday, Beijing matched
Trump’s 34% additional tariffs and for the first time it hit all U.S.
products, no exceptions. It also restricted exports of certain
rare-earth minerals, added U.S. companies to trade blacklists and aimed
an antitrust probe at the China operations of U.S. chemicals and
materials company DuPont.
Trump’s response to its retaliation suggested things would only get
worse. In a social-media post, Trump wrote, “CHINA PLAYED IT WRONG, THEY
PANICKED—THE ONE THING THEY CANNOT AFFORD TO DO!”"
Overall, Trump team's SHOCK and AWE strategy is more a MEDIA strategy.
An excellent strategy to make America and Trump look Great. It does
stunt weak players such as Vietnam. But it won't work against better
positioned players such as China and EU. Time is not on Trump's side.
Tariff related uncertainty would slow down economic activities globally
including the US. Shock and Awe strategy maximize uncertainty.
Did China play it wrong? Certainly not.
With the new 34% tariff, imports from Chinese are already subjected to
about 60% tariff on the average. This leaves little room for Trump to
meaningfully inflict more damage. 80%, 100%, tariff make little
difference. At the same time, retaliation from China pushes uncertainty
higher. WSJ has another headline today, "In Matter of Days, Outlook
Shifts From Solid Growth to Recession Risk."
Time is of essence to resolve the difference with China. What will Trump
do?
