There is a rule that one should not start a fight and not expect to suffer some harm, unless your opponent refuses to fight.  Germany and Japan learned that fact during WWII, and Hamas is learning it now. Israel told the civilians to leave in order to minimize fatalities. Dresden did not receive any such warning if I am not mistaken.
