For some reason the FDA is stupidly not willing to trace the infected milk samples back to the affected dairies.  This is crazy.  They had previously refused to identify the states with infected milk products, so this is nothing new.  All they want to do is figure out how many dairies are shipping virus infected milk to processing plants.  They are collecting the samples blind without the ability to identify the dairy before the milk is pasteurized.  Hopefully they will also be testing the milk for live virus after pasteurization.  They started this program Oct 28th.  Likely after the CDC published their findings that 72 degree C pasteurization for 15 to 20 seconds did not reduce infective virus to below detection level (samples were still able to infect cell culture). This is the most common pasteurization method currently used.  The CDC stated that more testing of the milk supply was warrented to ensure that pasteurization was killing the virus.  The FDAs early work indicated that no live virus was found in milk products on store shelves, but the CDC study indicated that live virus could survive in pasteurized milk for 4 days.  It is probably unknown how old the milk products tested by the FDA were.
The dairies really do need to know if they have infected cattle.  The dairies are supposed to divert the milk from sick cows and not send it in for human consumption.  They can't do that if they do not know that they are infected.  Workers on farms that are not known to be infected do not wear protective gear, and if infected are not getting antiviral treatments.  It turns out that a lot more dairy workers were getting infected than was believed due to the inadequate testing that the CDC had been not doing.  From the beginning of the dairy epidemic the CDC has resisted finding out how may dairy workers were being infected until California started testing those with symptoms and found 20 infected after testing less than 40 individual.  Now the CDC is going to start some type if testing program where all the workers get tested, but only at farms that are known to be infected.  All the farms not yet detected are being missed.  It should be noted that the CDC only announced a new testing program after antibody research found 7% of dairy workers at infected dairies had been infected by the dairy virus, and half of them did not claim to have shown symptoms.  They had refused to act on the California findings.
Things are just that bad, and have been since the epidemic began.
