Then how about putting up hidden
cameras in order to capture the people doing this,

Then using tech we could track there tires and or match there prints,
in order to ID them.

Finally force them to pay via debt, the amount that was used to clean
the area, and or do
any investigation.

Isn't there a drop dox for ideas for this sorta thing? What a simple
solution.
