Most police are idiots.
Dog bites are not going to chomp off your entire hand or crush it to
pieces, It might sting, but your clothing will catch the bite even if
it does attack you, which is rare. Even a wild dog is friendly.
The problem is that police do not own dogs, or have experience with
them enough. Not dog owners themselves.
My dog might have ran at people in the past, but in no way was
"vicious" it is the idea of a dog bite, or dog attacking
you. Again not every dog scenario calls for usage of a gun.
Half the time you could walk around them, or ignore them, I have had
big dogs jump on me, ( Great Danes ) and they are friendly.
Dog probably wanted to give him a hug.

I would petition the officer to be disallowed to carry a fire-arm for
the remainder of this time on the force.
Even jail-time, or for the father to take over the job of head of
police.

This is why it is hard to live a peaceful life. Because too many
idiots are taking these city-jobs and "this is there fun"
