Of course night flying is *difficult* and it's
much easier to get confused about landmarks or
whether something's about to cross your path.
There's no quick fix and it's always been thus.
In DC, the *one* controller was over-loaded and
cut some corners and missed a couple of details.
Didn't work out. The chopper pilot SHOULD have
already known to stay low, but didn't. That's
all it takes somewhere flying things are whizzing
around all over the place.
