Only Congress is allowed to decide what to spend and what to stop spending. If Congress decides to end Education or reduce its spending, that is their prerogative. It is illegal for the executive branch to usurp Congress. A president can recommend and request changes, but the decision is left to Congress.
How about obeying the law? I know that is difficult for convicted felons, but he is surrounded by lawyers to guide him.
