I'm sure there might once have been plenty of female Time Lords, but AIUI the destruction of Gallifrey wiped out all the Time Lords except for those who were off-planet, and very few Time Lords other than the Doctor and the Master ever seemed to go off-planet; they were an amazingly insular race. And - again AIUI - the destruction of Gallifrey made even going back to the planet before it was destroyed impossible, even though that doesn't seem to make any sense.
